As part of its approach to opening up more to its environment, the Chamber of Accounts (CDC) has signed a framework agreement with the Special Equipment and Inter-Community Intervention Fund (Feicom). This partnership, formalised on 18 October 2023 during a joint ceremony held at the Feicom headquarters, was marked by the presence of the General Director of Feicom, Camille Akoa, and the President of the financial jurisdiction, Yap Abdou.
This closeness is based on an already effective cooperation between the two institutions, with the aim of facilitating the exchange of information necessary for the fulfilment of their respective missions in terms of improving the governance of decentralised territorial communities (CTD).
For the Chamber of Accounts, this partnership is part of a strategy aimed at collaborating with key players in public finance management, in order to strengthen local governance. In this respect, Feicom emerges as a privileged partner, particularly thanks to its framework for CTD, called the "Gilbert Biwole Local Development Observatory", recognised for its significant contribution to harmonising the development of CTDs since its creation.

For Feicom, the supervision of CTDs is of particular importance, especially regarding accountability and the analysis of financial statements. This partnership thus aims to define concrete modalities to support CTDs in producing accounts that meet legal deadlines and guarantee reliability and sincerity.
Concluded for a renewable duration of five years, this framework agreement revolves around four main axes: the sharing of financial data and documents, the strengthening of the capacity of Feicom staff, raising awareness among the approvers and accountants of CTDs, as well as the exchange of expertise and the conducting of studies.
