During the June 2025 session, the Audit Bench (Cdc) held a forum for exchanges and information with each of the parliamentary chambers. This time, the debates focused on ‘The Role of the Audit Bench in the Fight Against Corruption.’
The presentation given by Attorney General Félix Onana Etoundi highlighted the contribution of the jurisdiction in the fight against its insidious nature from a prevention standpoint. Through this lens, the speaker extensively addressed the awareness of various stakeholders regarding the production of public accounts, the awareness of the personnel in the financial jurisdiction, and the control and judgment of the accounts. Similarly, the advice and assistance provided to public authorities, as well as the recommendations meant to propose reforms, were also analysed as concrete actions by the Audit Bench in the prevention of this scourge.
On the repression side, the speaker reminded us that the jurisdiction, during its controls and audits, can find accounting irregularities, failures in account management, or even fraudulent behaviour. In all these cases, the Cdc penalises the reprehensible acts found in the management accounts, prosecutes, and punishes public officials for mismanagement. Finally, the jurisdiction has regularly transmitted to the competent authorities the facts that may constitute an infringement of criminal law.
During the discussions, the intervention of Professor François Anoukaha, who is also the vice-president of the anti-corruption Commission, allowed for a deeper understanding of the reasons for Cameroon’s regression in the 2024 Transparency International ranking. Furthermore, he emphasised the ongoing collaboration among stakeholders in the fight against corruption in the development and production of statistical data found in the reports on the state of corruption observed in both the public and private sectors. The academic finally addressed all aspects of corruption, of which illicit enrichment is the consequence, while advocating for a more precise qualification of this offence accompanied by a reversal of the burden of proof.
