The Audit Bench examined the management of the urban community of Garoua over the period 2020-2023. This decentralised local authority, created by decree no. 2008/020 of 17 January 2008 and located in the department of Benoue (region of the North), enjoys administrative and financial autonomy.
During the review period, the financial jurisdiction noted (i) an unrealistic budget forecast, (ii) an ineffective or inactive inspection, (iii) reliance on staff without contracts, as well as (iv) a satisfactory consideration of the gender approach, despite a misogynistic environment due to culture and religion.
Regarding the collection, removal and treatment of household waste, the jurisdiction noted a lack of in-depth study on the waste production capacity of the city's population, resulting in the disparity between the volumes specified in the contract and the quantities removed by the service provider.
To improve the management of this local authority, the Audit Bench makes (09) recommendations.
