The Audit Bench reviewed the management of CNIC from 2015 to 2021. CNIC’s operations focus on ship repair and both onshore and offshore industrial work, primarily conducted at the ports of Douala and Limbe. Over the review period, CNIC’s financial situation appeared highly concerning, reflecting a continued decline in its activities.
A key factor in the company’s ongoing difficulties is the failure of the Limbe Oil Yard project. In addition, outdated industrial facilities — the result of insufficient investment — continue to hamper operations due to inadequate control of procedures.
To reverse the negative trend, an ambitious strategic plan was launched to achieve a return to positive net results as of 2024. However, by 1 February 2024, the attainment of its objectives still appeared remote.
At the end of the audit, the Audit Bench issued five recommendations. It initiated three disciplinary proceedings for mismanagement and referred two cases to the Procureur General of the Supreme Court for potential criminal prosecution.
