The audit of the 422 programme "Access to Energy" from the Ministry of Water and Energy (MINEE) for the period 2017-2021 reveals an increase of 34.3% in subscribers to the electricity network, reaching 1.69 million households. However, refusals of connections in rural areas, related to network extensions beyond 100 metres, and uninstalled equipment despite payment hinder access to energy. The frequency of load shedding has quadrupled, and the aging distribution network leads to prolonged interruptions, particularly in rural areas. Access to petroleum products and gas remains limited in certain regions due to an uneven distribution of distribution points. The development of solar power plants has progressed, but the share of renewable energies remains low. Subsidies on energy products have cost 670.9 billion CFA francs, weighing on the public budget. Performance monitoring has inconsistencies, with poorly defined indicators. Insufficient coordination of stakeholders and the lack of rigorous project monitoring undermine the impact of the programme. The Court of Auditors recommends a revision of objectives and a better structuring of the programme to strengthen sustainable access to energy.
